US President Donald Trump has renewed his promise to send Americans $5,000 payments if Republicans retain control of Congress, as his administration faces questions over how the plan would be funded. One proposal would rely partly on wealthy foreign nationals paying $5m each for a new immigration programme known as the Trump Platinum Card. Commerce Secretary Howard Lutnick said the payments would not be funded by taxpayers or add to the federal deficit.
